Permanent residency in Paraguay for foreign investors: requirements and steps
Paraguay is one of the most open countries in the region for foreign investors, and it offers a permanent residency route specifically for investors. Here is the summary of the process, per the official Investment Guide (REDIEX, 2025).
The 2 steps at SUACE
The procedure is done in person at SUACE (the one-stop company registration office) and has two stages:
1. Foreign Investor Certificate
A document from the Ministry of Industry and Commerce that starts the process. It is free and takes 3 to 5 business days. It requires two things:
- A commitment to open a company and invest a minimum of USD 70,000, backed by documents proving your financial capacity.
- The company must generate a minimum of 5 jobs.
2. Permanent residency as an investor
Processed at the immigration office (within SUACE); it has a cost and takes 20 business days. A key point for overseas investors: it does not require you to live in Paraguay — you only need to enter the country at least once every three years to keep residency. It renews every 10 years, and you can then apply for your Paraguayan national ID.
What about real estate?
Worth clarifying: investor residency is based on opening a company (USD 70,000 + 5 jobs), not on buying a property. That said, real estate is often the anchor of a Paraguay strategy: it is the asset that protects dollar value, generates income and gives you a physical presence in the country.
